Multiple device and component selections do not work in editing Collections

Description

If you select multiple devices and one or more components to add to a Collection the component selections are ignored and only the devices themselves are added. Looks like it was intentionally coded this way, but I don't recall why. Used to be that if there were multiple devices selected we didn't show components and I suspect that this is a caryover from that.

If multiple devices and one or more components are selected then we should check for each of the components on each device and add whichever ones actually exist to the collection.
