Scrollbars in Device List and Event Console not rendering properly for long lists

Description

It appears that the scrollbar used in Device List and Event Console is not rendering properly in Firefox 2.0.x, IE 6.x, or IE 7.x in Windows XP or Vista. This might be a CSS problem, or it might be a Java/Javascript problem.

This makes both views unusable.

I can consistently duplicate this in IE 7.x and Firefox 2.0.x in Windows XP.

Whatever is affecting the rendering does not seem to affect Firefox 1.5 under CentOS/Gnome.
