Core zenpacks rpm should restart zenoss after install

Description

Some ZenPacks require a restart of zope after installation. It is possible in the future that some of the core zenpacks will require restarts of zenhub and other daemons. We should do a full "zenoss restart" after install of the core zenpacks rpm to avoid user frustration and confusion if they are unaware that they need to restart.
