zenoss-core-zenpacks rpm requires that zenoss be running to install / upgrade

Description

This is a major defect with the packaging of the rpm. It will prevent installing the rpm from a repository or at the same time as the zenoss package, automated upgrades, as well as many other use cases. To be properly packaged the rpm can not require another service to be running.

The proper way to install these ZenPack RPMs would be to have them simply drop their files in /opt/zenoss/packs and NOT try to install them.

They could also append each ZenPack filename to a file called /opt/zenoss/.install_zenpacks or something like that so that the next time the Zenoss startup script was run in a "start" or "restart" mode the zenpacks could be installed between zeoctl starting and the remaining daemons.

This would make for a much cleaner installation.
