zenmodeler has very bad heartbeat handling

Description
zenmodeler handles its heartbeat very badly. There's even the following comment explaining exactly how bad it is..
# as long as we started recently, send a heartbeat
Why would we want to stop sending heartbeats if it wasn't started recently?
It also sends heartbeats with the name of the monitor instead of the FQDN which all the other daemons use.
