ZenModeler doesn't model devices in maintenance mode

Description

ZenModeler won't model device in a maintenance mode. It is triggered off the zProdStateThreshold, but is using incorrectly by ignoring devices <= zProdStateThreshold instead of < zProdStateThreshold.

Verified against 2.2.4 build 59. Was able to create a maintenance window for a machine, and then model that machine while in the maintenance window.
