watchdog waits up to 10 hours for a daemon to start

Description

Currently the watchdogs will wait 10 hours for a daemon to start before keeping their normal close watch on them. This seems excessive. I was working on a system earlier today where zenwin got wedged before fully starting and it took 10 hours before the watchdog "fixed" it.

10 hours might be a fine default, but we need to make sure to override it in zenwin, zeneventlog and zenwinperf at the very least.
